Well to my untrained eye they certainly look like thistle flowers as your title suggests. They open out to a brilliant purple with the delicate seeds that blow away on the breeze.
I guess they are a specific variety of thistle ... but I would not know which.
It does look like a scottish thistle. We were at a wedding and the groom was english, the bride scottish so they put the english rose and the scottish thistle together and it looked just like this one.

Again, I have no idea but they're pretty and unusual and I love their deep purple color. Reminds me a bit of our rambutan fruit.
